HOME Investment Partnership

Program Purpose

The primary purpose of the HOME Investment Partnership Program (HOME) is to expand the supply of decent, safe, sanitary, and affordable housing for very low-income persons.

Eligibility Criteria of Projects

To receive HOME funds, each application or applicant must:

  • Be an eligible applicant: Non-Profit Organization, Local Development Corporation, City Department, Qualified and Approved CHDOs;
  • Propose an activity that is eligible to receive HOME funds; and
  • Meet local goals and priorities of the community development grant program.

Eligible Activities

Eligible HOME activities include, but are not limited to the following:

  • Acquisition of Property
  • Acquisition of Vacant Land
  • New Construction
  • Rehabilitation
  • Reconstruction
  • Rental Housing Activities
  • Site Improvements
  • Conversion
  • Relocation Costs
  • Administration & Planning
  • Community Housing Development Org.
  • Demolition
  • Tenant-Based Rental Assistance
  • Homebuyer Activities

Community Development Block Grant (CDBG)

Program Purpose

The primary purpose of the Community Development Block Grant (CDBG) Program is to provide funds to develop, enhance, and preserve viable urban communities. This is to be accomplished by providing decent housing and suitable living environment and expanding economic opportunities.

While the benefits of such activities can be derived by virtually any citizen of the city, either directly or indirectly, the focus of the program is principally for low and moderate income persons.

Eligibility Criteria of Projects

All activities selected for funding under the CDBG program must meet one or more of the following statutory National Objectives:

  • Benefit low to moderate income persons,
  • Aid in the prevention or elimination of slum or blight, or
  • Meet other Community Development needs having specific urgency. (HUD is required by statute to make specific judgment on all activities claimed as “having a specific urgency.”)
